More than 200 Scranton taxpayers may have gotten a letter from a debt collection company that they did not deserve. The notices are for unpaid garbage fees that may have actually been paid. According to officials, the garbage bill itself for 2009 could be to blame for more than 200 collection notices sent to city taxpayers in error last week.

They think the issue might be the way the bills were folded into the envelopes. The bill comes with a perforated line above a bar code that identifies the customer, but because of a crease made by the folding of the envelope, a second line under the bar code was formed, which caused people to pull the bill off without the bar code.

Bills that didn’t have a bar code would cause a bank to not register the payment. The mailing house that Scranton hired to stuff the envelopes was fingered. If the bill was mailed to the bank, it would be the pay stub in their payment that goes straight into a lock box. The stubs are then scanned and the bar code is read. The government is stepping up as debt collection scams rise. In recent news, Buffalo New York has been home to a number of unlawful debt collection practices, and authorities have arrested at least twelve people. Although the vast majority of collection agencies are legitimate and good for the economy, there has been a rising amount of deceptive and illegal practices.

In Buffalo, debt collectors have been caught calling up debtors and saying that they are law enforcement. They have threatened to send debtors to prison, or even take child custody away from them. And it doesn’t stop there.

A recent civil case imposed a $675,000 penalty ever imposed on a debt collection business, for illegal and deceptive practices. This includes harrassing and lying to consumers, cashing in on post dated checks early, and disclosing their debt to third parties. These tactics came by deceptive claims from agents saying they were lawyers or other figures of authority.

Refusing to let consumers know the address or phone number of the “business” these bill collectors even went as far as to contact individuals who did not owe any money at all and attempted to collect from them. Despite claims that it was individual workers acting fraudulently, the Federal Trade Commission went after the business owners and won a case that imposed the biggest penalty ever for debt collection agencies.  Read more...

Undrafted Brian Hover played the entire game for the Patriots and may have earned himself a position as Tom Brady’s backup with a solid all around performance as New England topped the New York Giants 38-27 in the NFL preseason finale for both clubs. Hover passed for 242 yards and no interceptions on 18 of 25 passing. Most impressively, he didn’t get rattled as the Giants broke from the gate quickly to post a 21-0 first quarter lead.

NFL football betting enthusiasts who took New England as +3 road underdogs cashed their tickets with the outright win. The Patriots evened their preseason ATS mark at 2-2, while the Giants dropped to 1-3 against the number. A week after being named the New York Jets starting quarterback, Mark Sanchez rewarded his first year NFL coach with a victory. Rex Ryan got his first win at the helm of the Jets as his team held off a 4th quarter comeback to nip the crosstown rival New York Giants 27-25. Both teams are now 1-2 in NFL preseason play.

NFL preseason betting enthusiasts who took the Giants as +3 point underdogs were rewarded with the outright victory. The good news for the Kansas City Chiefs as they prepare for the start of the NFL regular season is that their starting quarterback is back at practice. The bad news is that they still don’t know when hell be able to play. Matt Cassel returned to the Chiefs practice field on Monday for the first time since he injured his left knee in a NFL preseason game on August 29th. Still, there’s been no confirmation from either he or the team as to when hell return to action. It would be an ironic twist if Cassel lost significant time due to injury, as it was a knee injury to Tom Brady while in New England that first brought him mainstream attention

Cassel, who saw his stock shoot up precipitously as an NFL QB following his solid play in New England after starter Tom Brady went down to a season ending injury, signed a six year, $28 million contract with the Chiefs in the off season. BJ Penn entered his main event battle against welterweight kingpin Georges St. Pierre looking to become the first man in UFC history to simultaneously hold titles in two weight classes. GSP never gave him the chance to make history, as he stopped Penn after four increasingly dominant rounds to retain his belt with a TKO victory and make a compelling case for being the pound for pound best fighter in mixed martial arts.

During ring introductions, both men received enthusiastic cheers tempered with a few boos. After the opening horn sounded, however, the Penn backers had little to cheer about . The first round was fairly evenly contested, with St. Pierre trying to get a first hand feel for Penns often unorthodox takedown defense. GSP made several takedown attempts, but had them repeatedly stuffed.

Boxing guru Freddy Roach recently praised Penn as the best technical puncher in MMA, but he had no opportunity to bring this weapon to bear as he had trouble finding the range from the outset. GSP mixed up his look perfectly, either staying just outside Penns range using his 6 reach advantage effectively or more often smothering his opponent on takedown attempts. The Columbus Blue Jackets learned a valuable lesson about NHL hockey on Friday night-it’s dangerous to ’sit on a lead’ and particularly against the defending Stanley Cup champion Pittsburgh Penguins. Down 3-1, Pittsburgh tied the game late in the third period as Ruslan Fedotenko and Alex Goligoski each lit the lamp with less than three minutes remaining. After a scoreless overtime period, Sidney Crosby scored the only goal of the shootout to give the Penguins an improbable 4-3 victory. It was the 9th win in ten games for Pittsburgh, who are a perfect 6-0-0 on the road. Columbus lost for the fifth time in six games after a 5-1 start to the NHL season.
